Scott is a self-employed real estate consultant and manages large residential master-planned communities for large financial firms. Prior to his current business, Scott held executive positions including Vice President and Chief Financial Officer for Larwin Company, Vice President of Finance and Vice President of Land Acquisition for Richmond American Homes, and most recently Executive Vice President for KB Home’s North Los Angeles Division. Most of Scott’s career positions involved financial accountability and a high degree of integrity having served in financial capacity and/or official position of a publicly held corporation.

Scott graduated from California State University Fullerton with a BA in Business Administration. He is also a Certified Public Accountant (inactive) and a California Real Estate Broker. His prior community service includes nine years with the Los Angeles Police Department as a Reserve and Full-time Police Officer. Ouellette was named Reserve Officer of the year in 1996. He also participates in multiple fundraising and volunteer activities including running four marathons to raise money for Aids Project Los Angeles. Scott is one of the founders of Studio City Against RFA and helped to defeat an overly restrictive building ordinance.

Scott's professional affiliations include full membership in the Urban Land Institute, Valley Industry and Commerce Association, Studio City Chamber of Commerce and Beverly Hills Greater Los Angeles Association of Realtors.
